Women in Law Japan, in association with Ashoka Japan, is pleased to announce an event on Wednesday December 4, 2019. We will be joined by Hasina Kharbhih, Ashoka Fellow from India, creator of the Impulse Model (previously known as the Meghalaya Model), an internationally-recognised holistic approach to address human trafficking. アショカ・フェローは、世界をリードするソーシャル・アントレプレナーです。

アショカ・フェローとは、「問題を生み出している根本的な社会の欠陥を是正する真新しい仕組み」を考案し、創り上げ、模倣されることで拡散させる能力を持つ個人です。表現を変えれば、これまでの「思い込み」という壁を崩し、「当たり前」を破壊し、新しい構造とルールを社会に浸透させる変革者とも呼べます。彼らは目の前の問題に対処するのではなく、その社会問題を取り巻くシステムそのものに介入することによって、結果的に大きな変革をもたらします。アショカの生みの親であるビル・ドレイトン(Bill Drayton)は 1970 年代からこの構想を描き、1980 年に基準に適うシステムズ・チェンジメーカーを「アショカ・フェロー」第一号としてインドで認証しました。同年、この活動母体として、アショカを米ワシントンで発足しました。設立 4 年後には 36 人を「アショカ・フェロー」として認証し、孤軍奮闘する彼らに財政支援を与えるだけでなく、時には彼らを政治的な危険から守る強力なネットワークを拡大していきました。2019 年 9 月現在、約 3700 人のアシ
ョカ・フェローが 93 カ国で活動し、システムズ・チェンジによる根本的な社会変
革を推進しています。アショカ・フェローのうち、74%が 5 年以内に国家レベルでの変更(=法律改正)を実現させており、90%が他の組織、国家、政策に模倣されています。また、3 年間の生活費を受け取ったフェロー のうち 85%が 5 年以内に自身の生活も取り組みも成り立つようになったというデータが出ています。各フェローの取り組み分野は、市民参加:17%、経済開発:20%、教育:18%、環境:11%、医療・健康:17%、人権:17%です。

Ashoka Fellows are individuals who conjure up “innovative systems to tackle the fundamental social defects which are at the root of all kinds of issues”, create new systems which can be copied by others and spread their ideas. In other words, they break down conventional thinking, see beyond things which are taken for granted and bring about change by introducing new frameworks and rules which can spread through society. They are not only tackling the immediate needs in front of them, but are involved in the systems that surround social issues. Through their focus, they can bring about enormous change and huge results. Amongst the Fellows who have brought about astounding impact, they all share an incredibly strong sense of justice and empathy. They are also called “Systems Changemakers”. In 39 years since its foundation in 1980, a total of 3,700 plus fellows have been selected from 93 countries. The top 1 to 2% Ashoka Fellows have achieved change which impacts millions to 100 millions of people. 74% of Ashoka Fellows have contributed to national policy changes in their first 5 years of selection, and are contributing to their chosen fields as pioneers. 90% of the Fellows’ ideas are spreading their impact by being copied by governments and other organizations. A survey also shows 85% of the Fellows who have received their three-year stipend becomes financially and operationally independent within five years after selection. The areas covered by Ashoka Fellows can be broken down as follows: citizenship participation: 17%, economic development: 20%, education: 18%, environment: 11%, medical and health care: 17% and human rights: 17%.
